New Proclamation to Protect Ethiopian Workers Abroad, Says House of Representatives

Ethiopia's House of People's Representatives has ushered in a new era for its citizens working abroad, approving a landmark Ethiopian Overseas Employment Proclamation. This crucial legislation is set to safeguard the rights and ensure the safety of Ethiopians seeking employment beyond their borders.

During its 41st regular session, the House unanimously approved the proclamation after thorough deliberation. Dr. Negeri Lencho, Chairperson of the House's Standing Committee for Human Resource Development, Employment, and Technology Affairs, presented the resolution, emphasizing the proclamation's vital role in rectifying past shortcomings.

Dr. Negeri explained that the new law directly addresses the gaps in previous overseas employment legislation, which often failed to account for evolving work environments and job types. Earlier laws notably excluded categories like domestic workers, skilled laborers, and semi-skilled positions that do not require formal educational qualifications, creating vulnerabilities for citizens. This new proclamation aims to provide efficient and comprehensive services to all.

A key focus of the new legislation is the prevention of illegal overseas employment. Dr. Negeri highlighted that it will implement a modern, centralized operational system for overseas employment, ensuring a more regulated and transparent process. Furthermore, to combat exploitation and protect citizens from harassment, the proclamation mandates that sending agencies deposit adequate guarantee funds. This measure is designed to provide financial security and recourse for workers.

Minister of Labor and Skills Muferihat Kamil echoed these sentiments in a statement to ENA. She affirmed that the proclamation will ensure citizens are properly trained and thoroughly assessed before being deployed, thereby shielding them from unscrupulous illegal brokers. The minister underscored the inclusion of a robust training and assessment system as a cornerstone of the new law.

Members of the House of Representatives lauded the proclamation, calling it a vital step in rescuing citizens from illicit brokers and upholding their dignity and safety. This landmark legislation signals Ethiopia's strong commitment to protecting its workforce in the global arena.
