Brief Institutional Background

The Ethiopian National Dialogue Commission is an independent and inclusive institution established for the first time in the country's history to forge lasting national consensus, unity, and mutual trust. Since its inception, the Commission has undertaken numerous foundational preparations and operational tasks to facilitate broad-based community consultations on diverse, fundamental national agendas.

Phase 1

Structural & Preparatory Tasks

  • Establishing initial frameworks of understanding with core stakeholders (government, opposition parties, civil society organizations).
Phase 2

  • Deploying down to the district (Woreda) levels nationwide to independently select local community representatives.
  • Selecting participants transparently across diverse social pillars (including women, youth, religious leaders, and scholars).
  • Successfully executing selection processes while mitigating security and logistical challenges in specific localities.
Phase 3

Agenda Gathering Process

  • Officially launching and conducting formal agenda collection forums in Addis Ababa and various regional capitals.
  • Creating a safe, free space for the public to articulate key issues they consider foundational to the national dialogue.
  • Organizing specialized video conferences and collection portals to engage the diaspora community and professional associations.
Phase 4

Partnerships & Capacity Building

  • Collaborating closely with domestic and international technical experts to ensure a transparent and credible process.
  • Delivering continuous, rigorous training modules for media professionals and dialogue moderators.
