The Office of the Prime Minister has announced that, pursuant to a decision by the House of Federation under Article 62, Sub-article (9) of the Constitution and Article 14, Sub-article (2)(b) of Proclamation No. 359/1995, alongside powers granted to the Council of Ministers, the Federal Government has established a Trustee Administration for the Tigray Region.
Recalling the background of the conflict, repeated efforts to resolve the crisis through the Pretoria Agreement were obstructed by the TPLF, whose leadership chose to launch a fourth destructive war that once again culminated in their defeat. To ensure the people of Tigray attain lasting peace, reclaim their right to self-administration, and enjoy long-denied development benefits, the region must break free from the cycle of conflict. Achieving this requires securing Tigray's rightful place within the federation, safeguarding its peace, focusing on development, and living firmly in multinational unity alongside the rest of the Ethiopian people.
To facilitate these goals swiftly, the Federal Government Trustee Administration has been set up under Council of Ministers regulations to govern the region for the next six months. The administration's core priorities include rapidly resolving peace and security challenges to restore stability, re-establishing broken government structures so citizens can access regular public services, repairing war-damaged infrastructure to extend national development dividends to Tigray, returning displaced communities to their homes, and ensuring the resumption of suspended social services. Furthermore, the administration is tasked with creating a stable political environment to hold free and transparent elections within six months so Tigray resumes its normal place in the federation. It will also work closely with federal defense, police, security institutions, and regional security forces to secure all levels down to the kebele, facilitate the disarmament, rehabilitation, and peaceful reintegration of militants, and restructure the regional security architecture anew. Additional responsibilities involve consolidating peace, restoring public psychology, preparing the ground for reconstruction, coordinating media activities and public forums, and ensuring upcoming elections are peaceful and inclusive.
All actions taken by the Trustee Administration will be strictly grounded in Ethiopia's national interests, territorial integrity, and the fundamental rights of the people of Tigray. Until a democratically elected government is established, the administration's mandate is limited to managing day-to-day services and paving the way for elections, refraining from actions with long-term strategic implications, and operating entirely under the guidance and direction of the Federal Government.
To execute these duties, the Office of the Prime Minister has announced the appointment of key chief executives. Assefa Abraha Hagos has been appointed as Chief Executive for Administration and Public Service, Dr. Teodros Aregaye W/Selassie as Chief Executive for Economy and Reconstruction, Brig. Gen. Gebreigziabher Beyene Haylu as Chief Executive for Security and Peace, Redae Halefom W/Selassie as Chief Executive for Politics and Public Organization, and Dr. Shishay Amare as the Mayor of Mekelle City. All activities of the administration will receive ongoing guidance, direction, support, and monitoring from the federal government.
