The Intergovernmental Authority on Development (IGAD) and the Federal Republic of Germany have significantly deepened their strategic cooperation following bilateral consultations in Djibouti on Thursday. The partnership will channel tens of millions of euros toward key projects aimed at advancing migration governance and climate resilience across the Horn of Africa.
The discussions, co-chaired by IGAD Executive Secretary Dr. Workneh Gebeyehu and Julia Hannig of the German Federal Ministry for Economic Cooperation and Development (BMZ), focused on two priority areas.
Germany committed a total of €21 million for initiatives focused on migration and forced displacement. This includes a substantial additional €16 million boost for the Regional Migration Fund (RMF). The funding is intended to support the operationalization of IGAD's Regional Migration Policy Framework and its Protocol on the Free Movement of Persons, promoting safe mobility and enhanced livelihoods.
To address the impact of climate shocks, the partners are moving ahead with a €22.5 million Regional Risk Finance Programme. This initiative, which will be implemented through KfW and IGAD's ICPAC, is designed to strengthen the region’s capacity to manage and mitigate climate-related disasters.
The new financial commitments solidify a two-decade-long alliance dedicated to fostering peace, resilience, and sustainable development throughout the IGAD region.
