Opening today at the United Nations Economic Commission for Africa (UNECA) headquarters in Addis Ababa, the three-day Africa Early Warnings Forum has gathered approximately 300 climate scientists, finance ministers, and technical leaders to establish a unified operational strategy designed to protect every African citizen with multi-hazard early warning systems by 2027.
Speaking on behalf of the organizing coalition, comprising the United Nations Office for Disaster Risk Reduction, the World Meteorological Organization, the African Union Commission, the International Telecommunication Union, and the International Federation of Red Cross and Red Crescent Societies, forum coordinators announced that while the number of African states with operational warning networks has more than doubled from 10 in 2015 to 26 in 2026, persistent technical, infrastructural, and financial bottlenecks continue to leave millions vulnerable to extreme climate events.
Convened in partnership with the Ethiopian government from September 2 to 4, 2026, the high-level technical summit builds directly upon the United Nations Secretary-General’s 2022 "Early Warnings for All" initiative and the African Union’s continent-wide action plan. Forum spokespersons emphasized that while significant progress has been achieved through regional frameworks like the Africa Multi-Hazard Early Warning and Early Action System, the accelerating frequency and severity of climate-induced disasters across Africa necessitate an immediate transition away from fragmented, short-term project cycles toward long-term, nationally owned monitoring infrastructure.
Addressing critical operational vulnerabilities, technical organizers recommended that African governments and regional economic communities urgently prioritize last-mile communication channels, community-level response training, and inclusive alert dissemination systems that effectively reach high-risk populations, including persons with disabilities and remote pastoralist communities. Representatives from national disaster risk management agencies and finance ministries urged international development banks and private sector investors to deploy innovative financing mechanisms—such as blended climate finance, risk insurance frameworks, and public-private partnerships—to guarantee the long-term operational sustainability of observation networks beyond the 2027 global milestone.
To overcome lingering forecasting and observational deficits, the forum has brought together private telecommunications executives, satellite firms, artificial intelligence companies, and scientific research institutions to deploy advanced geospatial technology. Organizers recommended that national telecommunication authorities and technology providers establish standardized, automated emergency broadcasting protocols capable of delivering instant, life-saving alerts directly to mobile users during impending droughts, flash floods, and severe weather anomalies.
Conference coordinators confirmed that the three-day event will culminate in the adoption of the Africa Early Warnings Forum Outcome Statement, alongside a detailed regional synthesis report detailing scalable practices, investment requirements, and governance priorities. Forum leaders concluded that these deliverables will establish an authoritative post-2027 continental framework, positioning African technical leadership and local implementation experience at the forefront of the global disaster risk reduction agenda.
