Ethiopia-China Energy Cooperation Blossoms in Gode Desert with Major Refinery Project

Oct 03, 2025

The vast desert landscape of Gode is now the site of a flourishing bilateral partnership, according to Zhu Gongshan, chairman of China's GCL Company, which is constructing a landmark refinery project there. Gongshan hailed the massive undertaking as a new chapter in the Ethiopia-China energy partnership and a shining testament to the success of the Belt and Road Initiative (BRI).

The GCL Chairman praised Ethiopia's sustained economic performance, attributing it to the "wise leadership" of Prime Minister Abiy Ahmed (PhD). Gongshan noted that the long-awaited refinery construction project is being realized through the "unrelenting efforts" of both nations and is one of the largest African energy projects to be built through the BRI. It is currently scheduled for completion by the end of 2027.

"The Gode refinery is a testament to the success of the Belt and Road Initiative and will open a new chapter in Africa-China energy cooperation," Gongshan stated.

Once complete, the project is expected to create a complete supply and industrial value chain, spanning from oil and gas exploration to market supply. This will be a significant step toward enabling Ethiopia to reduce its foreign dependency on oil and gas and achieve its industrial transformation goals. Gongshan described the project as a "meaningful gift" commemorating the long-standing diplomatic relationship between the two countries, which demonstrates the deep trust between the Ethiopian government and GCL Company.

He affirmed the project's potential to greatly aid Ethiopia's vision for energy sovereignty, industrial prosperity, and transforming the livelihoods of its citizens, pledging that GCL will work diligently to complete the refinery with high quality and speed.

The refinery, however, is only the beginning of GCL's commitment to Ethiopia. Chairman Gongshan indicated the company's intent to broaden its investment footprint into natural gas development, energy, digital technology, chemical products, and other various sectors, underscoring a commitment to enhancing Ethiopia's green energy supply and accelerating industrial growth.

Adding to the commendation for Ethiopia's leadership, Nigerian business magnate Aliko Dangote offered a direct tribute to the prime minister.

"Your Excellency, Prime Minister of Ethiopia Abiy Ahmed (PhD), one thing I must tell you today is that it is not only Ethiopians but all Africans who are proud of you," said Dangote.
