Ethiopia’s Council of Ministers Proposes 2.34 trillion Birr Budget for 2019 Fiscal Year

The Ethiopian Council of Ministers has unveiled a draft federal budget of approximately 2.34 trillion Birr for the 2019 fiscal year during its 56th regular session. The proposed expenditure covers regular and capital costs, support for regional governments, and funding for the implementation of Sustainable Development Goals.

This draft budget was formulated based on the 2019–2021 Development and Investment Plan—a pillar of the broader Ten-Year Development Plan—and takes into account the performance of the 2018 program budget. It further incorporates the government's financial capacity, the projected costs for executing agencies, and overarching national goals for social and economic transformation.

During the same session, the Council deliberated on and approved the Medium-Term (2019–2023) Macroeconomic and Fiscal Framework. This framework is designed to consolidate the gains achieved through recent national economic reforms and serves as the strategic foundation for the new federal budget. Following extensive discussion, the Council unanimously decided to refer the draft budget proclamation to the House of People's Representatives for final approval after incorporating additional inputs.
