Proclamation on Cybersecurity of Critical Infrastructure Ratified

The House of People's Representatives, during its 24th regular session, unanimously ratified the Draft Proclamation on the Cybersecurity of Critical Infrastructure, following an extensive review of the report and recommendations by the Standing Committee on Foreign Relations and Peace Affairs.

Dr. Dima Nego, Chairperson of the Standing Committee, presented the report and noted that comprehensive consultations were conducted with relevant government and private sector stakeholders. He highlighted key provisions, including the establishment of a dedicated Cybersecurity Fund for Critical Infrastructure to support implementation programs, professional training, research, and technological capacity building.

Dr. Dima further explained that the final proclamation eliminates previous enforcement and penalty disparities between government and private institutions, ensuring equal and equitable application across all critical infrastructure sectors. Under the new law, any owner, official, or employee of an infrastructure facility will be held legally accountable for intentional misconduct. Additionally, the Information Network Security Administration (INSA) is now mandated to publicly disclose current security conditions and potential cyber threat risks.

Recognizing the vital role of critical infrastructure in national peace and sovereignty, the House, after thorough deliberation, ratified the legislation as Proclamation No. 1426/2018.
